I get:

Error:
Problem: cannot install the best candidate for the job
– nothing provides policycoreutils-python needed by gitlab-ce-12.7.2-ce.0.el7.x86_64
(try to add ‘–skip-broken’ to skip uninstallable packages or ‘–nobest’ to use not only best candidate packages)

It seems that CentOS 8 is till very raw. I have no idea how it worked for you.
